1 RCNY 101-19 governs stationary ESS, not the charging-room wedge; charging-room buyers anchor on FC §309.3, §608, Local Law 39 of 2023, the FDNY E-Micromobility FAQ (June 2025), and Buildings Bulletin 2025-009.

Deadline: Sept 1, 2026 — Buildings Bulletin 2025-009 UL 1487 COA

Existing LNO holders must move charging cabinets onto the UL 1487 COA path.

Deadline: Oct 28, 2028 — All existing ESS must register

Existing systems must be registered under the DOB rules.

Rulemaking: Jan 1, 2027 — DOB publishes parking-facility rules

DOB publishes Local Law 55 parking-facility compliance rules.

Retrofit: Jan 1, 2035 — 40% of parking spaces EV-ready.
